Key Areas to Reform in Government

From: Robert Becklund For years now I've heard about the some reforms for which the REFORM PARTY was named but none of the proposed reforms really gets to the heart of the matter - a need for honest and intelligent lawmaking.
That is important now because the standards of honesty and of intelligent perception, it seems to me, have hit a new low with the proposed environmental treaty and the possibility that fast track will be pushed again.
We need a few simple "REFORMS" in the House and Senate rules. For example:

1 Legislation that uses more words than are in our
Constitution should never be passed;
2 When the House approves one bill and the Senate approves the same bill but with amendments, the Senate's bill should go to the House for full review and approval. Back Door Justice through joint House Senate Committee meetings is never appropriate for United States Legislation;
3 We need a House scientific advisory board.The board should not be paid, members should work because of the historic honor of being on the board. The board shouldn't need to work more than 3 months a year to make scientifically defendable decisions when the House needs an opinion on a scientific subject such as the propriety of stating that global warming is a problem.
I'd expect that such a board would state that the equilibrium of the earths temperature is primarily a function of the material and energy from the sun and the heat provided by the decay of the earths radioactive core.
I'd expect that they might also state that the development of vetgetable matter and its oxidation will continue at an essentially constant rate for eons whether any man is here or not. And that the process has no practical effect on earth's temperature.
4 Legislators who vote on a bill but don't know what is in the bill should be impeached by the House and removed. No big thing -just sort of a minor misdemeanor. The citizens electing the Legislator should also be able to do the same That would especially include fast track legislation .
5 There is no reason to treat new members of the House differently than others in terms of committee assignments, committee chairmanships, etc. After all the people of California, for example, deserve a fully functional elected official the equal of those from other states.
There is no reason that party affiliation should affect the assignments of our elected officials. A REFORM PARTY member of the House should have the same powers as a Democrat or a Republican
In this way the unconstitutional powers of the chairman of
the House would tend to be eliminated.

Where does the REFORM PARTY keep the lists of the big
spenders in the House? After all, big spending was
supposed to be a major reason for UWSA activities and it
was a major reason, we thought, that we worked to
establish the REFORM PARTY. Is there a REFORM PARTY
committee to kick big spenders out of the House?
