Welcome to an evening with Ross Perot. My name is Billy Koen. I will be your facilitator for this evening. First, we have the same team we had before: my wife, Deanne, arranging the participants, and my son, Doug, with technical direction. We would like to give special thanks to Dror Bar-Sadeh and Brian Shapiro for helping to maintain the integrity of this channel. Let me give several suggestions that will help make this evening a success.

Perot:
It's great to be with all of you tonight. I would particularly like to think Dr Koen and his sons and wife for their outstanding work in coordinating this program. As many of you know, Dr Koen and Mrs Koen are moving to Japan for a period of time. He assures me that he will keep the program going from Japan with the help of his son Doug at MIT.

Grasroot2:
I would like to have questions from the states east of the Mississippi for Mr Perot at this time. If you live in that region, please send your question to channel #askperot in this form

You do not need to type the quotes. As we're waiting for the flood of questions, let me ask you one that is currently being discussed. How serious do you think the Asian monetary crisis is? Do you feel we should blame Japan for the situation?

Perot:
The Asian monetary crisis can have a serious impact on the world unless prompt, aggressive action is taken. It appears that Japan is beginning to take appropriate action in the near future.

VARoberts:
Do you see that there is any benefit to the citizenry for the reform party members to vote for any Democrats or Republicans when there is not a competing Reform Party Candidate?

Perot:
I would urge all of you to vote. If we do not have a reform party candidate I know that you will carefully study the issues and vote for the person that you feel is committed to taking action to solve our countries problems. All of you should vote!

VARoberts:
Would you like to come to Virginia Tech in Blacksburg again to speak to the Corps of Cadets, perhaps late this summer? Perot:
Certainly I will be glad to if I can. My concern is... are the cadets there in the summer? Should we wait til next fall when they're all back in school?

KYmog^2:

Do you plan to go around the country and help the major Reform Party candidates campaign? We would love to see you back in public eye!

Perot:
I would love to help in any constructive way I can.

NJira:
America is starting to see the true qualities of the president. What impact will Asia and economy have on our awakening?

Perot:
If there's an adverse impact on our economy the American people will be less complacent and become far more involved. Hopefully someday we will learn to stay involved at all times.

PAHaleMan:
How soon would you expect the Reform Party to have races for all 435 Congressional seats?

Perot:
The sooner the better. But this can only be accomplished by the members of the reform party in each congressional district.

Perot:

What have you been doing lately ?

Perot:
Working hard. I've had a lot of business to attend to, and working closely with the members of the reform party to assist them in any way I can.

NHaurora:
Best single thing you and/or Pat Choate could do for RP visibility in the national media would be to casually visit Iowa and NY every few months. How about it?

Perot:
A very creative idea. I had not thought about it, and we certainly will study that and if it makes sense we'll do it. A very creative idea.

PAivy:
What changes would you propose to curb the outbreak of violence in our school system?

Perot:
First, if I could have one wish it'd be to have a strong family unit and most of these problems would go away. We don't have that unfortunately, therefore public schools and local law enforcement officials are going to have to take very strong action so that the young people understand that this will not be tolerated.

PAwolf:
Russ was in town today and sends his greetings to everyone. My question is this : You have often said it takes every state west of the Mississippi to pay just the interest in the debt. What do you envision happening once that line hits the east coast?

Perot:
Well, the problem will be far more severe and hopefully the american people will take action before that occurs. The time to solve a problem is before it becomes malignant.

VAMC:
Ross we would be delighted if you could come to our State Convention in VA the 30th of May at Afton Mt just outside Charlottesville. Could you come?

Perot:
I'm at home tonight. I'll have to check my calendar. Thank you for the invitation, and I will come if I can.

INtigerj:
President Clinton says he apparently wants to use any budget surplus money to "save Social Security." However, it seems we have forgotten about the enormous federal debt. When are we ever supposed to pay down the debt so as to secure a more promising economic future for our children?

Perot:
that should have the highest priority but if we the American people are going to be complacent as we are now and get our public officials away from this activity our children will pay a horrible price. The responsibility is on our shoulders.

CTdonna:
Ross, did you know CT is the first state to ban soft money in state elections? Do you think we should be looking to the states for leadership on this issue?

Perot:
congratulations to Connecticut! Absolutely! Until we stop the improper use of funds you can't get to all the other problems that face our country because our elected officials get bought and paid for during their campaigns.

MApowell:
Mr. Perot, Are we going to see you out in the public again, speaking out on behalf of the Reform Party? We would welcome your presence in the media again.

Perot:
Thank you and we would be in the media all the time but they will not sell us time. we've tried to buy network time to discuss issues like campaign finance reform, balanced budget, and other issues that affect our countries future.

SCbob:
Will you help those of us who are willing to run for office by coming to our areas on a speaking tour to help promote us and the ReformParty?

Perot:
I will do whatever I can. The only problem I may run into is having to be at several places at once. I will do what I can.

Keebler:
What are your thoughts on President Clinton allocating $200,000 of tax payers' hard earned dollars to the united nations without congressional approval, and would you agree that the UN needs to get out of the USA?

Perot:
I'm not aware of this $200k allocation that you're talking about, but assuming that it happened certainly it should have Congress' approval. I personally have no problem with the UN being in the USA. As long as we have a UN, this is probably the best place in the world for it to be.

NH_Daron:
Mr. Perot. Campaign finance is a dirty word in American politics. Could Reform Party USA create a trust fund where members could donate money. Only the interest from the fund would ever be used for the party. Eventually, a large principle could perpetually fund our party with no need for additional money. What do you think?

Perot:
Very interesting and creative idea, but to have the party funded just from the interest you'd have to have a huge amount of money because it costs so much to run a campaign and it'd be unlikely that we could raise that much money. For example with $100 million in the trust earning 10% a year we would be able to spend $10 million a year for campaigning and this would not even begin to make us competitive with democrats and republicans.

NJira:
As a salesman, what is the best way for us to be approaching the public to donate, join, etc.

Perot:
Focus on the issues that aren't even being picked up. Ask them about the contract with america that was never implemented, but that nobody ever talks about. Talk to them about campaign finance reform and its importance, balancing the budget, and the other issues that literally will determine the future of our country. The elected leaders of our country today are not going to deal with these issues unless the people force them to do it. So far because the economy is good the American people are extremely complacent. We have time to deal with these issues while our economy is strong. Typically we'll wait 'til there's a dire economic problem, and only then the american people become interested.

CTDonna:
Ross, how optimistic are you about the lawsuits being successful in changing the status quo?

Perot:
It's an uphill battle, but one we have to fight and we are fighting it in a very careful, aggressive way. Only time will tell. The deck is stacked inside the federal election commission and we have to correct these problems. Our only recourse is through the legal system.

According to Politics1.com website Sen. David Boren stated he would accept a Reform Party Draft for President in 2000. Would you help in the effort to draft David Boren?

Perot:
David Boren is an outstanding man and I have felt very strongly for a long time that it's a real setback to our country that he left public life. He's done an outstanding job as president of the university of oklahoma and certainly I think all of us would welcome him back into public life. We just need more like him. I'd like to see Sam Nunn come back, too.

Grasroot2:
Good job Easterners! But wait until the West weighs in! Let's Give Mr Perot a breather and get to work ourselves. Do you have a question for us Mr Perot?

Perot:
Are you satisfied with what has been done with the Republican Contract With America?

Grasroot2:

CA-Bg:
Hi Ross and welcome to the IRC chat room. Given that we normally only have about a dozen or less "regulars" here any evening, is there any message you would send to all of the Reformers with access to the Internet, with regard to the importance of using this free facility for important discussions and the exchange of ideas relating to building our party across this Republic?

Perot:
Since the television networks will not sell us time, the one effective way we can communicate with one another is through the internet, so let's keep it up!

MNtallo:
What proposals do you have for trade policy?

Perot:
The same proposal we had before. We should have fair free trade, not one-sided free trade. And we should balance the books with each country we trade with. Meaning each year they buy as much from us as we buy from them. At this point our trade deficit continues to dramatically increase, and at some point our country will pay a huge price for this. never forget we cannot be a military superpower if we are not a manufacturing superpower. The most fundamental principle of all: make sure we do not weaken our ability to defend our country.

TX-bev:
First, I know we all really appreciate you being with us and everything you have and will do! Since it's going to take at least a few years for the Reform Party to get on equal footing with the 2 major parties, and one or more non-partisan organizations are essential to the political process at all times, what do you think is the best way for the individual states to reinvigorate their UWSA chapters? And would you be willing to help in this endeavor?

Perot:
I believe it will vary from area to area and, again, people have to get focused on the size and magnitude of the problems facing our country. That will invigorate! Very little is written about these problems, or covered on television... so organizations like united we stand in every city, town, and neighborhood can allow the information to continue to be disseminated.

CAbobb:
It's easier to party-build locally with National exposure or a Nationally orchestrated effort. How about one to encourage folks to register Reform Party as the BEST means to "vote" their displeasure with Congress and elected officials?

Perot:
Great idea!

CAteddy:
We've been told that the budget is balanced. If this is so, why is the National Debt Clock showing that we are still increasing our debt?

Perot:
You've heard me say many times that our government is driven by theatrical presentation, not results... and that washington is part magic act, part illusion... now you see it, now you don't! That's what's going on.

CAsane:
We know that the economy isn't as rosy as some would like us to believe and that the budget isn't as balanced as some would like us to believe. However, the public seems to be convinced by them easily, especially after watching Clinton's deceptive State of the Union address. How can we convince them otherwise, especially without the media ability that the President has?

Perot:
We just have to keep working and working at the local level. The main thing is we cannot give up, because we know these problems are going to get worse and we know that the sooner our country addresses these problems the sooner they will be resolved.

TXMikeHix:
How would you grade the Reform Party's progress since the 1996 Presidential election?

Perot:
I think the people in the reform party deserve a tremendous amount of credit for creating the party in 1996. Since 1996 the members of the reform party have been showing a great deal of creativity in building it, strengthening it, and preparin for the 1998 election.

AZ-Ben:
Hi Ross. 2 for 1: What's new with Electronic Town Hall for all citizens and would you consider supporting a check-off on tax forms for people who don't want their money going for federally funded abortions?

Perot:
We need ETH for all citizens more than ever before. But before we can get it one tv network will have to sell us the time. nobody said it'd be easy... the most important thing we all have to do is perservere. never forget Winston Churchill's speech "never give in, never give in, never never never!" My concern is how could the check-off be legally put together so that people could be allowed to do this. The next step would mean including it for every other issue. I'm sorry I just don't know enough about if it can be.

CASolo:
do you think it is a proper strtegy to target certain races for Reform candidates to run for and endorse other candidates in other parties for certain targeted races. Do you think that is the most effective strategy we can take at this point in time?

Perot:
I think it's a good solid strategy because it allows us to be the swing vote in races where we do not have a candidate.

WAsteve:
Ross, will we be making video's to educate citizens on the important issues. Regardless of network airtime, we still have community access?

Perot:
That's a good idea and certainly we can do that.

WAcarycwt:
Since broadcast spectrum is being reshaped right now - do you think President Clinton will push for free air time for candidates?

Perot:
I have no idea. COmiller:
I have a message from a reformer who couldn't attend tonight, but I first wanted to ask, what role do you see yourself playing in the Reform Party? And the absent person wanted to say, "I want to thank you for all you have done in creating the Reform Party and what you have done since.

Perot:
My role is to help in any way I can. And thank you!

TXsj:
In your opinion, what is the best approach to inform voters of the jeopardies to their family's financial situation, without sounding negative?

Perot:
I'm not sure I'm smart enough to explain that in a positive way and if anybody has an answer to that question let's get it out on the internet fast!

TXpaul:
What can we do to maintain ownership of our ideas? Contract w/ America and the One Page Financial Budget Statement got co-oped.

Perot:
I doubt if there's anything we can do and my frustration is when they took the Contract with America from our book we were pleased and said fine just go do it and they got a lot of publicity and a lot of votes and didn't do it. there's no way to copyright or patent these things and what we have to do is just keep working away and not get discouraged.

TXsj:
What can the people do to get their voice heard regularly on national (TV, radio, cable & satellite) broadcasting?

Perot:
We've tried and tried and tried. You'd think that'd be enough. We'll pay for it but can't get it. If anyone has any creative ideas... right now they've pretty much set up a roadblock to keep us from having access.

mikeh: Realizing that it will take a lot of research to determine the best tax system, what immediate, obvious changes do you think should be made to our tax system?

Perot:
I would still take that time. I don't think it'd take that many months. We should computer model the ideas and see what works and what doesn't and see what the side effects are. I believe we need a open, rational debate on the various alternative plans. As we have said so many times, it must be fair, it should be paperless if possible, and we have to raise the money to pay our bills.

WAcarycwt:
82% tax will be impossible for ANY generation - do you think the "powers that be" believe that if they increase U.S. population to spread the liability everything will be "okay"?

Perot:
No I think they believe they'll be out of office at the end (sorry "when it occurs") and they don't care.

ORMicki:
I know we would like the media to recognize the Reform Party on it's own and invite Donna Donovan to be a guest on programs like Cspan but...we just are not getting that recognition. How is your standing with Cspan and can you get on?

Perot:
Well, normally CSPAN is very fair. I don't know what steps she's taken to try to get on CSPAN.. but normally they're not that hard. I'm sure Russ could help her if she's having a problem.

INtigerj:
Why don't you simply buy or create a television network? They will never change as presently constituted.

Perot:
There's none for sale right now.

CAfront:
How would you feel about removing the economic incentive that is inherent in keeping drugs illegal?? by making them legally controlled through the prescription route?

Perot:
That is not the solution to a problem that is seriously damaging millions of people. If anybody feels like legal drugs are appropriate go to the neonatal unit and look at the babies whose mothers used drugs... and they are permanently damaged babies. We have got to get drugs out of our society. I made it very clear to the american people that if they elected there would be a war.. that is, a war on drugs. right now they are literally flooding our country across the borders from Mexico and there's little or no control.

TXCarolB:
Ross, I will be moving to Fla soon and working there for the Reform Party and UWSA..My Question is does it do any good for me to continue writing the TV networks to get them to sell us time? How can I do this and be more effective. Open to Ideas.

Perot:
I'd say keep it up! They probably at some point in time will get more sensitive to it if enough people write.

TX-Bob:
Ross, thank you, thank you, thank you for all you have done!!! Since the internet is the most unencumbered medium for the Reform Party, can the website be enhanced to show video and audio of the parities speeches, candidates, and interests?

Perot:
Great idea! let's look into it!

Will our candidate be in the next presidential debates?

Perot:
We are moving the earth through the federal courts to make sure they can be. Time will tell.

CAteddy:
I keep hearing that our economy is in great shape. Is it really?

Perot:
If you look at the facts, our economy is driven by the stock market. You have too much money and too few stocks. The average citizen is invested in the stock market even though many think they are not because their pension funds with their companies are invested in the market and many people have individual retirement accounts that are also invested in the market. The credit card debt continues to soar and the requirement that both parents have to work to provide a decent life for the children is the best possible indicator of what the real world is all about.

The standard of living is down for 4 out of 5 americans and a paycheck today for the typical mother and dad both working has less buying power than the paycheck of one power 20 years ago had for the family with only one parent working. That's the real world, but nobody's going to tell you that because they're all using Lenin's doctrine... tell the people what they want to hear.

WAsteve:
Where do I send for video's of Campaign Finance, Balanced budget, law suits, I have 30 minutes a week on an established show, need material. :)

Perot:

I am sorry to say that there are so many questions that we cannot answer them all. Thank all of you for your presence and attention! You're a credit to your country.
